Palm Coast was conceived in 1969 when the ITT Corporation purchased several thousand acres in Flagler County to build a large planned community, and the city formally incorporated in 1999. Palm Coast’s most distinctive organizing feature is its letter-section system: every street within a given section starts with the same letter, a practical design ITT’s planners used to create a navigable grid and simplify utility planning and lot sales. More than 50 years later, residents still describe their address by section letter — the expansive P Section splits into Belle Terre to the north and Pine Grove to the south; the F Section is built around a network of saltwater canals with direct Intracoastal access; and Palm Harbor, Palm Coast’s first planned neighborhood, offers 23 miles of saltwater canals for boating residents.
