An HOA (or POA) is a private entity that enforces community standards and, in some communities, maintains shared amenities. A CDD (Community Development District) is a public special-purpose government unit created under Florida Statute Chapter 190 that finances, owns, and maintains community infrastructure — roads, stormwater ponds, and amenity centers — through bonds repaid via an assessment on the property tax bill. Many master-planned St. Johns County communities, including Palencia, Nocatee, and RiverTown, carry both. A handful, like SilverLeaf, carry no CDD at all.
